  • Free-roaming animals, including street dogs and cats.

6. Supporting Legislation and Monitoring the Implementation of Egyptian Laws

The Federation places particular importance on strengthening Egypt’s legislative framework for animal protection through:

  • Monitoring the implementation of Egyptian laws and administrative decisions relating to animal matters across different fields.
  • Identifying legislative or implementation gaps that may affect animal protection and welfare.
  • Preparing and submitting legislative proposals and recommendations to the competent authorities.
  • Encouraging legislative and executive bodies to adopt more comprehensive and effective legislation protecting animal rights and criminalizing cruelty, torture, and neglect.
  • Cooperating with the relevant authorities to strengthen oversight and legal accountability mechanisms concerning violations against animals.

This approach is guided by Article 45 of the Egyptian Constitution, which states, in English translation:

“The State shall protect its seas, shores, lakes, waterways, and natural reserves. Encroachment upon them, their pollution, or their use in ways incompatible with their nature is prohibited, and every citizen’s right to enjoy them is guaranteed. The State shall also ensure the protection and expansion of green spaces in urban areas, preserve plant, animal, and fish resources, protect those threatened with extinction or danger, and ensure animal welfare, all as regulated by law.”

The Federation affirms that translating this constitutional commitment into an effective legislative and implementation framework is essential to protecting animals and strengthening compassion and social responsibility.

7. Receiving Complaints and Monitoring Violations

The Federation works to make channels available for receiving complaints and reports from citizens, associations, institutions, and other bodies concerning incidents affecting animal rights or involving practices contrary to animal welfare principles.

This includes:

  • Receiving complaints concerning animal abuse, torture, or neglect.
  • Receiving reports of practices that violate the laws and regulations governing the treatment of animals.
  • Reviewing and documenting complaints and referring them to the competent official authorities according to the nature of each incident.
  • Following up on the measures taken, in coordination with the relevant authorities and within the Federation’s mandate.
  • Supporting public awareness of animal rights and the legal procedures for reporting violations.

Our Commitment

The Specialized Federation for Animal Welfare Associations believes that animal protection is not the responsibility of associations alone. It is a shared responsibility requiring coordinated efforts by the State, civil society, scientific and veterinary institutions, and citizens.

The Federation also affirms that animal welfare is more than voluntary or charitable work. It is a humanitarian, ethical, and constitutional obligation, and an integral part of building a society that respects life and safeguards ecological balance and public health.

We work together for a national framework that protects animals, supports governmental institutions, unites civil society efforts, and strengthens compassion and responsibility throughout the Arab Republic of Egypt.
